Engine at idle so there is no movement to give an mpg rating. It should technically read zero, but the way most of those computers are programed it will read as maximum. Hence, the 99.9 mpg rating for instant consumption. Every BMW I have owned or been in does the same thing. Kinda dumb, but it looks better to most people to see a 99.9 mpg consumption instead of 0 while idling.
